Mr. White is executive vice president, general counsel, and secretary for the Advanced Medical Technology Association, AdvaMed.  As chief legal officer, Mr. White is responsible for providing counsel on commercial contracts, corporate transactions and legislative and regulatory matters.  He also works with the Association’s Legal Committee to develop and promote positions on issues impacting patient access to medical technology and to further the Association’s Code of Ethics for Interactions with Health Care Professionals.

Prior to joining AdvaMed, Mr. White was a partner at Morgan Lewis, Counselors at Law, in the FDA/Healthcare Regulation Practice, focusing his practice on Centers for Medicare and Medicaid Services (formerly Health Care Financing Administration) regulatory issues affecting medical technology innovators, including device manufacturers, biotechnology companies and health care service providers.  His practice included seeking Medicare coverage, coding and reimbursement determinations for new medical technology on behalf of device manufacturers, developers, distributors and suppliers.

Mr. White has counseled extensively on regulatory compliance and health care fraud and abuse matters.  He served as special health care counsel in governmental audits, civil and criminal investigations and prosecutions, administrative and exclusion proceedings, and internal audits and investigations.  He has addressed the federal reimbursement, regulatory and fraud and abuse aspects of transactions and commercial arrangements among regulated health industry entities nationwide.  Mr. White has negotiated fraud and abuse settlements with the Department of Justice and the Office of the Inspector General.

Prior to 2001, Mr. White was a partner with Gardner, Carton & Douglas’ national health care practice, where he concentrated on health care regulatory and fraud and abuse matters.

Mr. White is a graduate of Wake Forest University (BA-Biology) in Winston-Salem, N.C., and The Catholic University of America (JD) in Washington, D.C.  Mr. White is a frequent speaker and author on health care regulatory and fraud and abuse issues.
